Okay I would start by reviewing the "Who sees what?"
What is your Org-Wide-Default Sharing settings and Sharing Rules?
Which Profile do these Users have?
Do any of them have "Modify All" Permission on that Object? Or "Modify All Data" System Permission?Thanks.
