Navigate to Sharing Settings: In Classic: Setup | Administration Setup | Security Controls | Sharing Settings. ...
Edit the Organization Wide Defaults.
Change the default for Price Books to 'No Access' or 'View Only'.
Click 'Save'. -

Control Access to Price Books and Products
