Hi,
The users who can manually share records are-
1. Record Owner.
2. Administrator.
3. User above the role of the Record Owner's role.From Setup, enter Sharing Settings in the Quick Find box, then select SharingSettings. Click Edit in the Organization-Wide Defaults area. Select the Manual UserRecord Sharing checkbox to display the Sharing button on user detail pages, which enables users to share their records with others.
